Afin de contribuer au développement de la bonne gouvernance dans les municipalités, Argüden Governance Academy a développé un modèle de tableau de bord de la gouvernance centrée sur le citoyen, d'abord été mis en œuvre pour l'analyse des municipalités du district d'Istanbul. L’objectif principal du modèle est de promouvoir la gouvernance municipale démocratique et la citoyenneté active. Pour cela, le modèle a été mis au point à des fins d’évaluation, des exemples de meilleures pratiques ont été rassemblés pour l’apprentissage entre pairs et un guide a été préparé pour une orientation pratique visant à améliorer la gouvernance des processus d’élaboration des politiques municipales, tels que la prise de décision, l’utilisation des ressources, la fourniture de services et la gestion institutionnelle développement des capacités.
It is consisted of 227 measurable indicators along the seven principles of democratic governance: consistency/coherence, responsibility, accountability, fairness, transparency, effectiveness and deployment/participation (CRAFTED). The principles incorporates the main parts of the Council of Europe's local good governance principles and indicators.
Municipal Governance Scorecard is citizen-centric and allows any citizen to map, measure and assess a municipality's good governance practices. It promotes active citizenship and participation at local level through awareness raising, guidance and provision of a tool for use. According to the Model, all data collection based on observation of certain indicators from municipal web sites and online available documents as well as web search method.
On 19th October 2018, within the scope of European Local Democracy Week, a workshop will take place with the participation of NGOs, civic organizations and other interested stakeholders. At the workshop, Municipal Governance Scorecard will be explained in detail for use, especially for transparency, accountability and participation purposes.
The expected impact of the event is to induce practical use, dissemination and ownership of the Model among the citizens, NGOs and other relevant stakeholders.
